これは事前に、National Petascale Computing Facility (建物) について、
以下の同意がされているからです:
National Petascale Computing Facility

"NPCF's 20,000-square-foot raised floor data center will house the
Blue Waters sustained-petaflop supercomputer and other computing,
networking, and data systems, while the remainder of the building
provides space for 40 staff members."
NPCF will:
"Offer top-flight physical and cybersecurity, including monitoring of
all exit bandwidth, deep packet inspection, and tracking of network
flows.”
"Take advantage of the campus' highly reliable electrical supply,
chilled water distribution system and thermal storage."
"Have a limited UPS system for NCSA's mass storage system and other
selected equipment."
"Provide 1 or 10 gigabit high-performance Ethernet connections as
required with up to 300 gigabit external network."

これだけの規模の HPCをフルにまかなう UPSを設置したら、その費用 (部材・
設置スペース・放熱対策) が莫大になってしまいますね。
