米国 DOD High Performance Computing Modernization Officeの
User Productivity Enhancement, Technology Transfer and Training
(PETTT) の Statement of Objectives (SOO) の最終版が公開されました。

予算規模はちょっと解りませんが、箱物だけでなく、このようなとても
大切な部分にもきちんとお金を掛けている見本になると思います (HPCの
調達は含まれないはずです。どっかだと、箱物調達に含まれるはずですね)。

PETTTの目指す 6つのゴール
(1) Train and support new and existing DoD HPC users with
the knowledge, support and tools to maximize productivity
(2) Continually improve the HPCMP computational environment
through tool development, transition and deployment,
(3) foster collaboration across functional, Service, Agency
and national HPC communities,
(4) build collaborative computational and computer science
software research and development relationships with
DoD science and engineering teams,
(5) collaborate with DoD users in the development and deployment
of key HPC applications, and
(6) facilitate the application of HPC and high performance
networks on new areas of interest to DoD.

HPCMPは 1992年開始です。米国三軍 (＋関連研究機関) の HPCを統括して
いるようなので、当初は組織間での調整が熾烈だったと思われます。

"公開されている" スーパコンピュータだけでもかなりの能力です。
(確かこれ以外にスタンフォード大学等と組んでいるプロジェクトがある
 はずです。以前はミネソタ大学を拠点としていましたが、現プロジェクト
 から複数大学＋インテグレータになりました。スタンフォード大学 "等"
 には、マイノリティ教育を重視している小規模大学も含まれています：
 選考結果の理由を見て、とてもアメリカらしく感じました)。

を眺めていると、HPCは米三軍所属以外の方も利用可能みたいです。
実際、先に紹介した PETTT SOO 14 Oct 08_FINAL.docでも 33%は
Off-Site Contractors (大学、企業等) になっています (4ページ)
(PETTT SOO 14 Oct 08_FINAL.doc APPENDIX (18ページ) はお勧めです。
 軍に限らず資産を活かすためには、基本はどこも一緒だと思います)。
